Summary

Establish a useful public foundation for Stash as a collection of self-contained experiments.

Replace the placeholder README with purpose, navigation, local Git setup, project conventions, and honest current-state notes.
Add a contribution guide, experiment index, and reusable experiment README template.
Add Gitea-native bug, idea, and pull-request templates.
Add EditorConfig and conservative ignore rules for local dependencies, configuration, and editor noise.
Preserve the existing Apache-2.0 license.

Verification

Cloned the public review branch independently.
Checked the multi-file patch with git apply --check before applying it.
Parsed both issue-template frontmatter blocks and verified required name/about fields.
Checked real relative Markdown links against the repository files, excluding illustrative code examples.
Inspected the rendered README and branch file list in Gitea.

Limits

This is project scaffolding, not an application import. No private archives or source history were copied. No CI, deployment, runner, token, or access settings were configured. Templates become available from the default branch after merge; their live default-branch behavior is not yet verified. There is no application test suite to run yet.
