portal: budget notice copy — drop the reassurance, button says 'Buy credit packs'

Removes 'nothing else about your account changes' from both the body and the footer; it goes without saying. Button label becomes 'Buy credit packs', and the sentence above it says the same thing so the two do not disagree.
